Ten years ago Carney, who is HIV-positive, was prescribed a synthetic form of marijuana to treat a complication that caused her to lose a lot of weight. The drug improved her appetite and lifted her depression. After a year, she didn’t need it anymore and stopped taking it.

“People who are going through chronic illness really need this,” she said. “They want it for relief from pain.”
